For the record (because I have this bad feeling that my question is being taken as an insult to HASA, and that is not my intent), I do not think that the review process is cliquish. Actually, as far as such things go, it is fairly well done in that it is double blind versus having the author and/or reviewer known. That makes it fairer, yes.

My problem comes--and I used HASA as an example because it was most convenient and also the archive to which I am considering sending my work at the moment--with people thinking that their opinion counts as a judge of quality for inclusion in an archive...and I don't think that this is possible or right. So the question then becomes: Am I hypocritical for putting my story through a system with which I do not agree, solely to gain an audience?
