Dimitra Fimi said that, in her opinion, Tolkien in his late phase got too obsessed with consistency and it bogged him down, when he otherwise might have got more of the Legendarium published. (This was in a recent interview in which she was asked to name a thing that Tolkien had "got wrong", rather than entirely off her own bat.) That would be the NoME phase, I think, and, in some of these pieces, he seems to be trying to construct a consistent framework for elvish population growth and getting thoroughly entangled.
