I think a much more viable solution is requiring warning tags for "abusive (extremely racist and extremely bigoted) content" (the language used by End OTW Racism), much as warning tags are required for underage, noncon, and extremely violent content. (I mean, they require tags for Major Character Death! I can see why fans who are victims of "extremely racist and extremely bigoted" attacks in real life are pissed that they can't likewise get a tag on the archive. Censorship would violate the core reason for OTW/AO3 existing, but there are ways to solve the issue of racist/bigoted content without resorting to censorship.
I also think that restoring community archives where the community can set the standards of conduct for that space according to their needs and values is essential. It is totally reasonable to me that fans don't want to encounter hate speech in their fandom interactions (especially when aimed at them!), but we also do need a universal archive (to the point of your last paragraph).
